Abilities
So first of all I will describe all of these abilities so you can understand better why do I upgrade them first or last.
Q- His Q speeds you up and if you hit the enemy in the next 2 seconds after cast you can silence them and deal more dmg than autoattacks. Really good for trading early game and can cancel some ults (broken).
W- Passively if you kill minions you gain 0.2 armor and mr per minion to the maximum of 30 armor. On use you shield yourself. Simple but yet sometimes game changing ability.
E- His E makes you spin which deals dmg and scales with your ad and attack speed. You can do Q->E for cheap dmg. Also if you hit enemies 5 times with your E it reduces their % armor.
R- You send a giant sword from the sky which deals base dmg and deals more dmg scaling with enemy missing hp. It is true damage and you cast it to finish enemies.
Passive- After out of combat for 8 second as I remember you start healing yourself for % of your maximum health scaling with level.
As you see you can go in trade and then just walk out of fight and heal similary as if you had Warmog's armor. The biggest skill cealing in this kit is timing his W correctly.
Bad and good matchups
Garen doesn't have much counters. I guess it's hard to fight into range and mobile champions OR if their kit just counters garen (for example Sett)
Overall it is still a great champion to blindpick. If enemy has picked first then just check on some kind of website for counters.
Runes
They are probably the best runes for garen. The only thing is that when they have CC Go for Legend: Tenacity and Tenacity and slow resistance instead of scaling hp for the best carousel experience.
Important
If something doesn't counter garen you probably can win it really easily. If something counters garen you will be really miserable so if you know the enemy picked for example Vayne top then it's probably not the best to pick garen.

Berserker for bonus dmg from your E
Stridebreaker First or second item huge dmg powerspike along with tiamat item of waveclear.
Trinity force Item build with sheen to buff your Q and overall good stats for a second/first item.
Black Cleaver scales well with your E and great vs tanks.
