Rapid Firecannon is not designed for set 11

Yes, it's weak in 14.12, but even its get a buff

Qiyana:

• Qiyana skill find a good angle for AOE damage around 1 HEX
• RFC turns her into a SINGLE TARGET unit
• Even if you put her in frontline for AOE first cast, other casts are single-target

Aphelios & Ashe:

• If RFC is the 3rd item (with Guinsoo and LW): redundant atk speed, lack of AD
• Replace Guinsoo? Not even an upgrade

In case RFC will be balanced:

• Bard is the best holder in set 11
• Senna is theoretically good I guess

Good users?

• Yone set 7: a MELEE CARRY who deals dmg mostly from NORMAL ATK
• Nilah set 9: skill proportional to attacking ranged
